Our History

The Dolphin Youth and Community Centre is a fully owned and managed Community Centre based in Tayport, Fife. The Centre is part funded by Fife Council and is fully owned by the residents of Tayport. The committee is made up of volunteers striving to bring the best facilities and places for recreational purposes.

Derek Gray

Chair Person

Derek has been Chairperson since 2017, although his involvement in the Dolphin Centre goes back almost 20 years when his own children attended the clubs and he spent a period as a volunteer and Chairperson.

Derek had a career of over 30 years in social work with children and families, managing services in Tayside, Fife and Glasgow.

He lives in Tayport, is a Community Councillor and is actively involved in a number of local community groups and projects.


Tim Brett

Committee Member

Tim Brett has been a Councillor in the Tay Bridgehead Ward since 2003. His involvement in the Dolphin Centre however dates from the last election of the Council in 2017. Tim’s career for over thirty years was in the Health Service where he worked in Tayside and also in Glasgow. He continues to have an interest in health and social care and is a member of Fife’s Health and Social Care Partnership. Tim lives near Gauldry and supports and works with a number of Community Council and voluntary groups within the Tay Bridgehead Ward.

William Connor

Committee Member

Billy Connor is an elected councillor representing the Tay Bridgehead ward of Fife County Council since May 2012.

Born at Netherlea Hospital Newport-On-Tay and lives in Tayport. Attended Tayport Primary School and Tayport Secondary School spending the last 6 months of school at Madras College.

Billy was part of the working group that managed the Dolphin Youth and Community Centre until the current committee was established. Very interested in the community and local involvement in Tayport projects.


Steven Mitchell

Committee Member

Steven was invited to join the working group setup prior to officially joining the Committee in 2017, he runs his own local business and lives locally to the area.

Steven lives in Newport-on-Tay and previously lived in Tayport knowing some of the other members of the Committee.

Karen Scott

Community Education Worker

Karen Scott, Community Education Worker, Fife Council CLD
Karen has worked with the North East Fife Community Learning and Development team since 2013 and is the Dolphin Centre’s link to Fife Council. Community Education Workers have an allocated geographical area across North East Fife and Karen works in the Tay Bridgehead area with groups and individuals to identify needs in their communities supporting them to form strategies aimed at addressing these issues. As Development Worker to the Dolphin Centre, Karen supports the Management Committee with their duties in running the Centre and supports the development and delivery of youth work projects and adult learning opportunities within the Centre.
